Get some peroxide (the higher the volume the better) and a spray bottle.

Carefully pour the peroxide into the spray bottle.

Usage:

Now go chase down those evil darkheads! For added effect, hold spray bottle by crotch when spraying while sticking out your tongue.

And there you have it - instant blonde classmate!
